Is the white section a separate top?
No. The white detail visible beneath the pink top forms part of the layered design rather than being a third separate garment.

When would you choose this outfit?
It's versatile enough for regular wear but has enough detail for birthdays, baby photos and family occasions. The long sleeves also make it particularly useful through autumn and winter.
